Every tenant, lessee, or occupant of any premises, including, but not limited to, any dwelling, ark, barge, or watercraft, and the keeper, operator, or manager of any hotel, restaurant, yacht club, yacht harbor, or other building or place where meals are furnished, within the City shall subscribe to the City-authorized collector for at least once each week service, and shall pay the collector for said collection service at the monthly rates provided therefor.
