It is unlawful for any person to keep, deposit, bury, or dispose of any solid waste in or upon any private property, public street, alley, sidewalk, gutter, park, upon the banks of any stream, creek, or other body of water in the City, or in or upon any of the waters thereof, except as provided in this chapter. Every person having the obligation of the disposal of solid waste as provided in this chapter shall dispose of the same only through the authorized collector or as may be expressly permitted by this chapter.
