The Planning Commission shall be guided by the criteria set forth in Sections 20.04.005 and 20.04.110 through 20.04.210 in considering design review applications and in making its determination whether to approve, conditionally approve, or disapprove each application. The Planning Commission must find an application to be in substantial conformance with these criteria in order to be approved, and may deny an application for failure to conform to any single criterion.
