The subdivider shall improve all streets, highways, public ways, alleys and easements which are a part of the subdivision. The required improvements shall be such as may be necessary for the general use of the residents in the subdivision and local neighborhood traffic and drainage needs, and shall include the grading, paving and other improvements of streets, highways, and public ways as may be necessary to the use of streets and highways or the drainage thereof and for the public safety.
