At the same time as the Notice of Lien is delivered to the County Recorder, it shall also be delivered to the County Tax Collector who shall thereupon record the amount of such charges on the assessment books for City taxes against the respective parcels, and thereafter the amount so recorded shall be collected in the same manner and at the same time and subject to the same additional penalties and charges as provided for general City taxes.
