It shall be the duty of the City Clerk to keep among the official records of the City affidavits attesting to the mailings provided for in this Chapter. No error in the name or address and no failure to receive a copy of the notices mailed as provided in this Chapter shall affect in any manner the validity of the procedure or of any lien imposed hereunder.
