Whenever any peace officer finds a vehicle unattended upon any bridge or causeway, or where such vehicle constitutes an obstruction to traffic, or upon a street, lane or road illegally parked so as to block the entrance to a private driveway, such officer may provide for the removal of such vehicle to the nearest garage or other place of safety.
