No person shall discharge within the City any fireworks, as defined in the Health and Safety Code, or any cannon, anvil, bomb, or firecracker of any kind or description unless a permit is first issued by the City Council; provided, however, this Section shall not prohibit the use of a starting pistol or similar device when used in a boating race or contest on navigable waters.
