A. Nothing herein shall be construed to allow the issuance of a building permit without full compliance with the provisions of Chapters 13.16 and 16.04 of this Code.

B. No permit shall be issued for any well within fifty feet of the Belvedere Lagoon, or at an elevation of ten feet mean sea level or less at the surface, unless the depth of the well is sufficient, or other provisions have been made, in the opinion of the City Engineer, to prevent salt-water intrusion into the local groundwater table.
