A debris box shall not obstruct the free passage or use of any street or sidewalk or otherwise constitute a public nuisance. It shall be placed in the area of the street parallel to the curb or edge of the street with its outer edge no more than eight feet from the face of the curb or edge of the street, and it shall be placed in such a position so as to allow a minimum twelve-foot width of paved roadway on such street for unobstructed passage of vehicles. No debris box shall be placed in the sidewalk area without permission of the City or on private property without permission of the private property owner.
