No person, firm or corporation shall place such a debris box or boxes, or permit the same, in any street or sidewalk areas of the City without first obtaining an encroachment permit therefor from the City. A permit shall be required for every debris box whether or not such box will be used to serve a project for which a building permit or encroachment permit, or both, has been issued.
