All claims and demands against the City shall be submitted to the Administrative Services Department. No claim or demand against the City shall be paid, nor any warrant drawn for the payment of the same, unless the same shall be itemized, specifying the particular services rendered, or supplies or materials furnished, and the dates thereof.
