The powers and duties of the Historic Preservation Committee shall be as follows:

A. To develop a survey form with which to evaluate sites and structures proposed for designation using criteria established by this Title and to submit the form for approval to the Planning Commission and the City Council;

B. To carry out evaluations of sites and structures which have been submitted by their owners for possible designation and to make such inspections, with the consent of the property owner, as will assist in evaluating such structures;

C. To complete the above-mentioned survey form for each structure proposed for designation, establishing the justification for or against designation;

D. To make recommendations to the Planning Commission for designation of structures;

E. To establish and maintain a list of structures which have been designated;

F. To review applications to the Planning Commission for construction, alteration or demolition of designated structures and make a written report to the Planning Commission of the Committee’s findings;

G. To encourage maintenance and preservation of designated structures; to give advice to the owners or legally responsible parties or prospective buyers designed to preserve or enhance the historic or architectural integrity of a designated structure; and to assist owners of designated structures in investigating available incentive programs;

H. To adopt rules of procedure for the conduct of its business, subject to approval by the City Council;
