The City Planning Commission shall consist of seven persons to be appointed by the City Council. Each of the seven appointed members shall normally serve a term of four years or fraction thereof, and the terms of the members shall be staggered so that no more than four members’ terms shall expire at one time and the terms of the remaining members shall expire two years hence. Members shall serve at the pleasure of the Council. Vacancies shall be filled by the City Council for the unexpired portion of the term of a retiring member.
