No member of the police reserve shall carry or use any firearm except after completion of a course of instruction on the use of same and after having obtained a certificate of such completion signed by the Chief of Police. No member of the police reserve shall carry any firearm when he is not on duty as such reserve member, unless he otherwise has obtained a permit for same as prescribed by law.
