The office of Chief of Police is hereby created and established. The Chief of Police shall be appointed by the City Manager, subject to the approval of the City Council, on the basis of his qualifications and abilities as may be required by State law for a peace officer under Section 830.1 of the Penal Code, and Sections 36501, 41611 et seq. of the Government Code of the State.
