The provisions set forth in this Title may be amended in the manner provided by Title 7, Chapter 4 of the Government Code of the State, or otherwise as provided by the laws of this state. Where an amendment is not initiated by the Planning Commission or by the City Council, such application shall be made by an owner of property that will be directly affected by the proposed amendment, and the application shall be accompanied by a filing fee as is hereafter fixed by City Council resolution.
