It shall be unlawful for any person to construct or maintain an accessory dwelling unit or junior accessory dwelling unit on property within the City without compliance with this chapter. The maintenance, ownership, or use of any accessory dwelling unit or junior accessory dwelling unit except as permitted in this chapter shall constitute a nuisance, subject to abatement pursuant to the Municipal Code, or any other remedy allowed in the Municipal Code and State law.
