In cases where more than ten total parking spaces are required, the applicant may propose to allow up to twenty-five percent of said spaces to be designated for small or compact cars. Such spaces shall not be less than sixteen feet in length and seven and one-half feet in width, and are subject to the approval of the Planning Commission as to their location and distribution in the project.
