Prior to the presentation and submission of a tentative map, subdividers may present preliminary plans or sketches of the proposed subdivision to the Planning Commission for discussion. However, any such review of a proposed subdivision by the Planning Commission shall not be construed as being within the time limits set forth in this Section, and in Sections 66451.1 et seq. of the Subdivision Map Act.
