It is unlawful for any person to install, alter, or activate any alarm system which does not specify that it is either a police alarm system or a fire alarm system or which transmits by any means a signal or message simultaneously to both the police department and fire department, unless both a police emergency and a fire emergency coincide at the protected premises.
