It is unlawful for any person, firm, or corporation to lay down or construct, remove, alter, repair, or cause to be laid down or constructed, removed, altered, or repaired any sidewalk, curb, wall, driveway, or stairs on the public streets of the City without first having obtained a permit so to do, in writing, from the building official.
