If the owner or lessee of any structure shall fail, neglect or refuse to place the number, or replace it when necessary, the City Clerk may and upon order of the City Council shall cause a notice to be personally served on such owner or lessee ordering him to place or replace the number. Such owner or lessee shall comply with such notice within ten days from the date of such service. (Ord. 51 NS § 6, 1947; prior code § 5-10.)
