Numbers shall proceed from the smaller number to the largest at the beginning of each street and block as shown upon the map in Section 13.16.010 referred to. Even numbers shall be given to and placed upon structures fronting on the east and north sides of such streets, avenues, drives, roads, lanes or places, and the odd numbers shall be given to and placed upon structures fronting on the other side of such streets, avenues, drives, roads, lanes or places.
