It shall be the responsibility of the permittee to place and maintain all barriers and warning devices necessary for the safety of the general public. The permittee shall take appropriate measures to assure that during the performance of any excavation work traffic conditions as near normal as possible shall be maintained and so as to minimize inconvenience to the occupants of adjoining property and to the general public.
