It is unlawful for any person to keep in storage any gasoline, fuel, explosive or inflammable gases whatsoever, or empty containers which previously contained such gases or products, on any float, wharf, pier or other harbor facility or aboard any Vessel, except in fuel tanks which are made part of the Vessel, while tied up or at Anchor. The City Manager-police administrator may order the removal of such products or containers at any time in the interests of public safety.
