It is unlawful for any Vessel to discharge or dump in the water or leave standing on any float, wharf, pier or upon any shoreline, roadway or parkway any oil, spirits, gasoline, distillate, kerosene or other petroleum or paints, rubbish, cleanings or any other offensive articles.
