The provisions of the Chapter shall have no application to Vessels operated by the United States of America, the State of California, or any governmental entities or their agencies or instrumentalities. This Chapter shall have no application to any Vessel in an emergency situation as determined at the discretion of the City Manager and/or City Police Chief and/or his or her designee.
