Every person riding a bicycle upon a public street, highway, alley or bicycle path shall be subject to the provisions of all State laws and ordinances applicable to the driver of a vehicle, except as to those provisions of laws and ordinances which by their nature can have no application, and except as otherwise provided in this Chapter.
