The City Council determines and finds that the prima facie speed limit of twenty-five miles per hour on each of the following streets is more than is reasonable or safe and that a prima facie speed limit of fifteen miles per hour is the most appropriate and reasonable and safe prima facie speed limit for each of said streets, and further finds that each of such streets has a roadway not exceeding twenty-five feet in width, said findings and determinations being based on an engineering and traffic survey and recommendation made by a professional traffic engineer. Therefore the prima facie speed limit on each of the following streets shall be fifteen miles per hour: Acacia Avenue Alcatraz Avenue Bayview Avenue, that portion between Beach Road and Laurel Avenue Beach Road, that portion south of the intersection of San Rafael Avenue and Beach Road Bella Vista Avenue Bellevue Avenue Belvedere Avenue Belvedere Way Blanding Lane Eucalyptus Road Fern Avenue Golden Gate Avenue, that portion south of the intersection of Oak Avenue and Golden Gate Avenue Madrona Avenue Maybridge Road North Point Circle Oak Avenue Tamalpais Avenue Toyon Avenue.
