Nothing contained in this Title shall deprive the City Council of its power at all times by resolution to rescind prospectively any action theretofore taken by the City Manager or Chief of Police under any authority or power delegated to them by the provisions of this Title, and to require the removal of any signs, signals or devices whatever installed by the City Manager or Chief of Police under such authority or power.
