“Through highway” is a highway or portion thereof at the entrance to which vehicular traffic from intersecting highways is regulated by stop signs or traffic-control signals or is controlled when entering on a separated right-turn roadway by a yield right-of-way sign. (Ord. 79-1 § 1(B), 1979.)
